In 2000 Travis County Tax Assessor Collector Nelda Wells Spears authorized Constable Elfant to conduct deputy registrar trainings throughout Travis County. During the last 10 years Elfant has deputized thousands of Travis County citizens as deputy voter registrars. He has registered thousands of voters himself and has coordinated numerous voter registration drives.
